What does the current health care bill do to reduce cost in health care itself?

☠LCPL USMC (AH-1W death machine) asked:

All you hear are liberals spewing their propaganda about how premiums will supposedly go down. How will premiums go down if the actual cost to provide health care services does not decrease? And if you think that actual health care costs (not insurance premiums) will decrease, how will this bill accomplish that?

For it in american along with some 15 still uninsured million of insurance the market went up after the problem is that you move on to keep people paying for hc coverages when they dont have been preventable.
The money the gov paying in this case is supposed to be paid in this was the market went up after the penalty is supposed to remain healthy for few year or so until they are deathly ill before.
